BEAM Plus IEQ Credits and Office Cleaning: What Hong Kong Property Managers Need to Know

6 min read February 2026Prepared by the CLN Office Editorial Team Sustainability

BEAM Plus Indoor Environmental Quality credits directly reward cleaning and maintenance practices. This guide explains which IEQ credits are relevant to office cleaning and how to document compliance.

BEAM Plus — the Hong Kong Green Building Council's building assessment standard — is increasingly required for new commercial developments and is being adopted voluntarily by existing building owners seeking to demonstrate ESG credentials to institutional tenants. The Indoor Environmental Quality (IEQ) category within BEAM Plus Existing Buildings (EB) v2.0 awards credits for practices that directly relate to cleaning and facility maintenance. Understanding which credits apply — and how to document compliance — is essential for property managers seeking BEAM Plus certification or re-certification.

IEQ Credit: Indoor Air Quality Management Plan

BEAM Plus EB awards credits for buildings that implement a documented Indoor Air Quality (IAQ) Management Plan covering cleaning chemical selection, HVAC maintenance schedules, and occupant communication. The plan must specify the use of low-VOC cleaning products, define HVAC filter replacement frequencies, and include a protocol for investigating occupant IAQ complaints.

To qualify for this credit, the building's cleaning contractor must use chemicals that comply with recognised low-VOC standards (such as the Hong Kong Green Label Scheme or equivalent international certification) and must be able to provide product data sheets demonstrating compliance. The HVAC maintenance schedule must be documented and auditable.

IEQ Credit: EPD Indoor Air Quality Certification

The Environmental Protection Department's IAQ Certification Scheme awards "Excellent" and "Good" class certificates to premises that meet defined thresholds for CO2, PM2.5, total volatile organic compounds (TVOCs), formaldehyde, and biological contaminants. BEAM Plus EB awards credits for premises holding current EPD IAQ certificates.

Cleaning practices directly affect IAQ certification outcomes. TVOC levels are influenced by the cleaning chemicals used — high-VOC products such as solvent-based cleaners and aerosol sprays can push TVOC readings above the "Excellent" threshold. Biological contaminant levels (measured as total bacterial count and fungal count) are influenced by HVAC cleanliness and the frequency of surface disinfection. A cleaning programme designed to support IAQ certification will specify low-VOC chemicals, regular HVAC coil cleaning, and periodic surface disinfection using EPA-registered disinfectants.

IEQ Credit: Green Cleaning Policy

BEAM Plus EB awards credits for buildings that implement a documented Green Cleaning Policy covering chemical selection, equipment standards, and waste management. The policy must specify the use of certified green cleaning products, the prohibition of aerosol sprays and solvent-based cleaners in occupied areas, the use of microfibre cleaning cloths (which reduce chemical usage by up to 80% compared to conventional cotton cloths), and the proper segregation and disposal of cleaning chemical waste.

IEQ Credit: Integrated Pest Management

Integrated Pest Management (IPM) — a systematic approach to pest prevention that minimises the use of chemical pesticides — is awarded credits under BEAM Plus EB. For office buildings, IPM primarily involves maintaining clean and dry conditions that deny pests food and water sources, sealing entry points, and using targeted chemical treatments only when non-chemical methods are insufficient. The cleaning contractor's daily maintenance programme plays a central role in IPM by ensuring that food waste is removed promptly, drains are kept clean, and moisture is not allowed to accumulate.

Documenting Compliance

BEAM Plus certification requires documentary evidence of compliance for each credit claimed. For IEQ credits related to cleaning, this typically includes: copies of current green cleaning product certifications; HVAC maintenance records showing filter replacement and coil cleaning dates; IAQ monitoring records; and the building's documented Green Cleaning Policy signed by building management.

Property managers pursuing BEAM Plus certification should ensure that their cleaning contractor can provide these documents on request and that the service agreement explicitly requires compliance with the building's Green Cleaning Policy. Contractors without documented green cleaning credentials will be unable to support BEAM Plus IEQ credit claims.
