香港's skyline — defined by some of the world's densest concentrations of high-rise commercial and residential buildings — presents unique challenges for 外墙 maintenance. The city's subtropical climate, combined with air pollution from traffic and industry, means that building exteriors accumulate significant soiling within 12 to 24 months of cleaning. For buildings above the reach of conventional 访问 equipment, rope 访问 is the primary method of 外墙 cleaning and inspection.
IRATA Certification
The Industrial 绳索进出 Trade Association (IRATA) is the internationally recognised body for rope 访问 standards. IRATA certification operates across three levels: Level 1 (supervised operative), Level 2 (unsupervised operative and supervisor), and Level 3 (technician with full supervisory and rescue responsibilities). All rope 访问 work must be supervised by at least one IRATA Level 3 technician, and the ratio of Level 3 to Level 1 operatives is governed by IRATA's International Code of Practice.
In 香港, the Labour Department's Occupational Safety and Health Branch oversees the safety of work at height under the Factories and Industrial Undertakings Ordinance (Cap. 59) and the Work at Height Regulation. Building owners and contractors have a shared duty of care to ensure that all persons working at height are competent, that equipment is inspected and certified, and that rescue procedures are in place before work commences.
Equipment and Inspection Requirements
IRATA's International Code of Practice requires that all rope 访问 equipment — including ropes, harnesses, descenders, and anchor systems — be inspected by a competent person before each use and formally examined at intervals not exceeding six months. Equipment must be retired from 服务 when it reaches its manufacturer's 服务 life or shows signs of damage or wear. In 香港's humid environment, particular attention is required to corrosion of metalwork and degradation of synthetic ropes exposed to UV radiation.
Building Owner Obligations
Under the Buildings Ordinance (Cap. 123) and the Mandatory Building Inspection Scheme (MBIS), building owners of private buildings aged 30 years or above may need to arrange inspection and repair of common parts, external walls and projections. Where exterior 访问 is relevant, building teams should confirm applicable requirements with their chosen specialist provider.
