12 Questions to Ask Before Hiring an Office Cleaning Company in Hong Kong

6 min read April 2026Prepared by the CLN Office Editorial Team Procurement

A practical due-diligence checklist for facility managers and procurement teams evaluating office cleaning contractors in Hong Kong — covering credentials, operations, insurance, and service standards.

Selecting an office cleaning contractor is a procurement decision with long-term operational consequences. A poor choice leads to inconsistent standards, staff complaints, and the time cost of re-tendering. A good choice delivers a clean, healthy, and professionally maintained workplace for years. These twelve questions will help you distinguish between contractors who can genuinely deliver and those who simply quote competitively.

1. Do you operate a documented quality management system, and can you demonstrate how it applies to your cleaning programmes?

A structured quality management system — whether formally certified to ISO 9001 or built on equivalent internal standards — demonstrates that the contractor operates documented processes with regular review. If ISO 9001 certification is claimed, request a copy of the current certificate and verify that the scope covers the specific services you are procuring. Certification claims without documentary evidence should be treated with scepticism.

2. What is your public liability insurance coverage, and can you provide a certificate of currency?

The minimum acceptable public liability coverage for commercial cleaning in Hong Kong is HK$10 million per occurrence. Contractors working in data centres, server rooms, or other high-value environments should carry higher limits. Request a certificate of currency dated within the last 12 months.

3. How do you train new cleaning operatives, and what is your staff turnover rate?

High staff turnover is the single biggest predictor of inconsistent service quality. Contractors with structured induction training, ongoing competency assessments, and competitive employment terms retain staff longer and deliver more consistent results. Ask for the contractor's average operative tenure and their training programme documentation.

4. What is your supervision ratio, and how often does a supervisor visit each site?

A supervision ratio of one supervisor to eight to twelve operatives is standard for quality commercial cleaning operations. Supervisors should conduct documented site inspections at least weekly, with findings recorded and shared with the client.

5. How do you handle client complaints and service failures?

Ask for the contractor's formal complaint resolution procedure, including response time commitments and escalation paths. A contractor with a documented process — and evidence of how past complaints were resolved — is more likely to address issues promptly than one who handles complaints informally.

6. What cleaning chemicals do you use, and are they certified under the Hong Kong Green Label Scheme or equivalent?

Environmentally certified chemicals are increasingly required by institutional landlords and multinational tenants with ESG commitments. Ask for a product list and verify that the chemicals are appropriate for the surfaces in your premises — particularly important for marble, natural stone, and specialist flooring.

7. Do you carry out background checks on cleaning operatives assigned to our premises?

For offices handling sensitive documents, financial data, or high-value assets, background screening of cleaning staff is a basic security requirement. Ask whether the contractor conducts criminal record checks and reference verification for all operatives.

8. How do you manage access to secure areas such as server rooms, executive floors, and document storage?

Access management protocols should be documented and agreed in the service contract. This includes key and access card management, the requirement for operatives to be accompanied in certain areas, and procedures for reporting security incidents.

9. Can you provide references from current clients in comparable premises?

Request at least two references from clients with similar premises — comparable size, sector, and service scope. Contact the references directly and ask specifically about consistency of service, responsiveness to issues, and staff stability.

10. What is included in your monthly retainer, and what is charged as an additional service?

Ambiguity about scope is the most common source of disputes in cleaning contracts. The service agreement should specify exactly which tasks are included in the monthly fee and which are charged separately — including periodic deep cleaning, carpet cleaning, window cleaning, and consumables.

11. How do you measure and report on service quality?

Quality contractors use structured inspection checklists, client satisfaction surveys, and regular review meetings to monitor and report on service performance. Ask to see a sample inspection report and client review agenda.

12. What happens if a regular operative is absent — how do you ensure continuity of service?

Absenteeism is inevitable in any large workforce. Ask how the contractor manages cover for absent operatives, including whether cover staff are trained to the same standard and familiar with your specific cleaning programme.
